Section Chief
Health care facilities in California are licensed, regulated, inspected, and/or certified by a number of public and private agencies at the state and federal levels, including the CDPH Center for Health Care Quality (CHCQ) and the U.S. Department of Health and Human Services’ Centers for Medicare and Medicaid Services (CMS). CHCQ is responsible for ensuring health care facilities comply with state laws and regulations. In addition, CHCQ cooperates with CMS to ensure that facilities accepting Medicare and Medi-Cal (in California, Medicaid is referred to as Medi-Cal) payments meet federal requirements. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by providing day-to-day direction to staff of the Staffing Audits Section A or B; personally managing projects that are highly sensitive and potentially controversial that may involve representatives of the Legislature, other state departments, and the federal government; and advises the Deputy Director on high-level issues of public policy, with particular emphasis on public policy affecting skilled nursing facilities and the professional staff who work in them. Incumbent must possess a strong background in healthcare policy development, expertise in state and federal laws and regulations relating to long-term care facilities, and an understanding of the mission and goals of the Agency, Department, and L&C. The incumbent will be responsible for the design and implementation of reporting systems for nurse-to-patient staffing ratios; the training of staff in the collection, analysis, and monitoring of the data and trends affecting the healthcare delivery systems; and the preparation of comprehensive reports.
